Rekha Gupta Unveils ‘Viksit Delhi’ Vision at NITI Aayog Meet: Focus on Infrastructure, Clean Yamuna, Green Economy by 2047

Mumbai: Chief Minister Rekha Gupta on Saturday unveiled a bold and transformative roadmap titled “Viksit Delhi” at the NITI Aayog’s Governing Council meeting, promising to make the national capital the “most livable city in the world” by 2047.

Addressing the gathering at Bharat Mandapam, CM Gupta outlined a development blueprint based on the 4-S formula — Scope, Scale, Speed, and Skill — aimed at upgrading Delhi’s infrastructure, rejuvenating the Yamuna River, achieving universal access to piped water, and transitioning towards a green economy.

Gupta highlighted her administration’s commitment to key priorities, including clean energy, pollution-free public transport, inclusive growth, and high-quality urban living. “Our vision for Viksit Delhi is rooted in ensuring access to nutritious food, clean water, quality education, universal health coverage, skill training, employment, and transforming Delhi into a hi-tech research and global cultural hub,” she said.

Major Announcements and Commitments

  • Yamuna Rejuvenation: Declaring the clean-up of the Yamuna as a “challenging responsibility,” Gupta said her government is setting up 40 decentralised sewage treatment plants. She emphasised restoring the river as both an ecological and cultural symbol of the capital.
  • Clean and Green Delhi: To fight air pollution, the Delhi government plans to deploy 2,000 electric buses by the end of this year, aiming for a complete transformation of the city’s public transport system.
  • Solar Push: Gupta announced a top-up subsidy of ₹30,000 for domestic rooftop solar panel installations, in addition to the ₹78,000 available under the Centre’s PM Surya Ghar Yojana. The city aims to generate 750 MW of solar energy to meet 10% of its electricity needs.
  • Piped Water for All: A time-bound plan has been rolled out to provide tap water to every household, with new water treatment facilities being set up across the city.
  • Zero Emission Goal: The chief minister reiterated her government’s commitment to make Delhi a “Zero Emission” city by 2047, supported by ongoing waste management reforms and garbage dump removals.
  • Healthcare & Welfare: Gupta said the government is working to prevent avoidable deaths through initiatives like Ayushman Bharat, Vay Vandana, Ayushman Arogya Mandirs, and PM Jan Aushadhi Kendras.

Praise for PM Modi and Centre’s Support

Gupta thanked Prime Minister Narendra Modi for his “full support and cooperation” in Delhi’s development journey, citing funding for highways, Metro corridors, and elevated roads as instrumental. She also expressed gratitude on behalf of the nation’s women for the government’s response following incidents in Pahalgam, linking it to “respect and justice.”

Operation Sindoor and National Unity

In a strong show of national solidarity, CM Gupta said all chief ministers present at the meeting unanimously appreciated Operation Sindoor and extended congratulations to the armed forces and Prime Minister Modi. “It was a proud moment to witness the unity of the nation,” she said.

A New Chapter in Leadership

Saturday marked Rekha Gupta’s first participation in the NITI Aayog Governing Council meeting since taking office in February. Reflecting on the experience, she said, “It was a wonderful learning opportunity. Hearing about successful models from other states was both inspiring and motivating.”

Before the meeting, Gupta criticised the previous AAP-led administration for allegedly failing to advocate Delhi’s interests at the national level. “Unlike the past, we are committed to voicing Delhi’s needs and collaborating with the Centre to drive real change,” she asserted.

With her ambitious plan now on the national radar, Chief Minister Gupta’s Viksit Delhi initiative is poised to reshape the capital’s future over the next two decades.
