Centre Urges Supreme Court To Modify Death Penalty With ‘Victim-Centric’ Rules

According to the rule book, the convict should be sentenced to 14 days even after the President rejects the mercy petition

Mumbai: The central government on Wednesday sought to revise the guidelines under the death penalty in the Supreme Court and make it more ‘victim-centric’ by setting time limits for the culprits using its final legal remedies.

The Home Ministry, while applying before the apex court, prayed for amendment of the existing “conviction-focused” guidelines to “victim-centred” to strengthen people’s faith in the rule of law.

Home Ministries application comes a day after the execution of four Nirbhaya convicts, accused in the gruesome 2012 Delhi gangrape, was shifted to February after one of the accused, in his final efforts to escape the gallows, filed a mercy plea before President Ram Nath Kovind last week.

The execution of the four convicts Vinay, Akshay, Pawan, and Mukesh was scheduled to take place on January 22, 7 pm today.

According to the rule book, the convict should be sentenced to 14 days even after the President rejects the mercy petition.

However, petition for Vinay Sharma and Mukesh Kumar Singh has already ended after the SC’s rejection, along with all other tactics to reduce the death penalty.

The apex court also dismissed Pawan Gupta’s Special Leave Petition (SLP), claiming that he was a juvenile at the time of committing the crime.

In view of the developments, the four accused will now be hanged from Tihar Jail in Delhi on February 1 at 6 am.
