Delhi Services Bill Becomes A Law After President Murmu’s Assent

Mumbai: The Government of National Capital Territory of Delhi (Amendment) Bill, 2023 has become law after President Droupadi Murmu’s assent, the government announced.

The Act, which gives control over Delhi’s administrative services to the Centre, was passed by the Rajya Sabha on Monday, with 131 MPs voting in its favour and 102 members voting against it

In a setback to the Arvind Kejriwal leadership and opposition unity, Rajya Sabha earlier passed a law moving Delhi government personnel, including appointments and transfers, giving the Centre additional control over the national capital’s affairs.

The ruling coalition received 131 votes in the Upper House of Parliament, while 102 MPs voted against the bill, which seeks to create an authority for transfer and disciplinary proceedings against bureaucrats from the Delhi, Andaman and Nicobar, Lakshadweep, Daman and Diu, and Dadra and Nagar Haveli (Civil) Services (DANICS) cadre.

The Bill proposes that the centre would have power over measures such as suspensions and investigations of national capital authorities. It was introduced in Parliament amid a ruckus in both the Lok Sabha and the Rajya Sabha about the situation in Manipur.

The measure was previously passed by the Lok Sabha, where the ruling Bharatiya Janata Party (BJP) has a majority, on August 3.

The bill’s passing in Parliament is the first loss for the newly formed coalition of 26 opposition parties, which includes the Congress, Aam Aadmi Party (AAP), Trinamool Congress, DMK, and Sharad Pawar’s NCP.

The opposition was hoping to beat the bill in Rajya Sabha where the BJP-led NDA does not have the majority but parties like YSCRP and Biju Janata Dal (BJD) came to the rescue of the ruling coalition.
