The ministry, in its order, allowed some shops to be opened, the order was followed by a clarification which specified as to what all shops have been given permission to open.

ANI quoted Srivastava saying, “Hair salons and barbershops render services. Our order is applicable to shops that deal with the sale of items. There is no order to open barbershops and hair salons. There is no order to open liquor shops too.”

She also said that as per the new orders of the Ministry of Home Affairs (MHA), there is no order to open any kind of restaurant, the spa is also not allowed to continue its operations.

Srivastava also made it clear that state governments cannot reduce the restrictions imposed by the central government, but they can, of course, make them stricter as they need to be.

According to the Ministry of Home Affairs, “In urban areas, it is permissible to open shops in all standalone shops, neighborhood shops, and residential complexes. Shops in markets, market complexes, and shopping malls are not allowed to open.”

And in rural areas, shopping malls are allowed to open all except for those shops.

The ministry said, “Areas that have been declared as a containment zone by the respective states / UTs will not be allowed to open in rural or urban areas.”

The Ministry has also clarified that liquor and other items are on sale as specified in the National Instructions for Covid-19 Management.

The lockdown was imposed last month by the Central government to contain the spread of coronavirus.
