Parliament Security Breach: 33 LS, 45 RS Members Suspended

Mumbai: The Lok Sabha suspended 33 Opposition members and the Rajya Sabha, 45 members, on Monday, 18 December, for disrupting proceedings over the security breach in the Lok Sabha and demanding the resignation of Union Home Minister Amit Shah.

Meanwhile, the Rajya Sabha suspended 45 Opposition MPs for the duration of the session for disrupting proceedings.

The suspended lawmakers included Congress leader Adhir Ranjan Chowdhury, DMK MPs TR Baalu and Dayanidhi Maran, and Trinamool Congress (TMC) MP Saugata Roy.

Thirty Lok Sabha MPs were suspended for the remainder of the Winter Session, with three suspended pending the Privileges Committee’s report.

The three Congress MPs — K Jayakumar (Thiruvallur) and Vijay Vasanth (Kanniyakumari) from Tamil Nadu and Abdul Khaleque from Barpeta in Assam — had climbed onto the Lok Sabha Speaker’s podium to raise slogans.

Parliamentary Affairs Minister Pralhad Joshi moved a motion addressing the suspension after being designated by the Chair, and it was adopted by voice vote.

The Speaker also adjourned the chamber for the day, following two earlier adjournments due to Opposition members’ protests.

Eleven Congress members were suspended, nine from the Trinamool Congress (TMC), nine from the DMK, two from the Indian Union Muslim League (IUML), and one each from the JD(U) and the Revolutionary Socialist Party (RSP).

Rajya Sabha MPs suspended

On Monday, 45 Rajya Sabha members were suspended from the House for disorderly behavior and disobeying the Chair’s directives after raising chants over the Parliament security breach and disrupting proceedings.

While 34 Rajya Sabha MPs have been suspended for the duration of the Winter session, 11 have been directed to abstain from the House pending the Committee of Privileges’ assessment on their conduct.

The lawmakers were suspended after the House passed a motion proposed by Leader of the House Piyush Goyal to suspend 34 MPs for the duration of the session, as well as another to report cases of misconduct of 11 other Opposition MPs to the privileges committee.

The Committee has been requested to deliver its findings within three months, and until then, the 11 MPs will be unable to attend House proceedings.

Chairman Jagdeep Dhankhar announced the suspended members before putting the matter to a vote, which was approved by voice vote.

The opposition members were chanting chants and disturbing the operations of the House, which had been adjourned several times since the morning, in order to seek a reply from Home Minister Amit Shah on the security lapse in Lok Sabha.

The Winter session is scheduled to end on December 22nd.

The Congress has 12 MPs among the 34 suspended for the remainder of the session.

Jebi Mather Hisham, L Hanumanthaiah, Neeraj Dangi, Rajmani Patel, Kumar Ketkar, GC Chandrashekhar, Binoy Viswam, Santosh Kumar P, Mohamed Abdulla, John Brittas, and AA Rahim are the 11 Opposition MPs whose names have been referred to the privilege committee.

The security breach

On December 13, two persons jumped into the Lok Sabha chamber’s well from the visitors’ gallery, shouting slogans and releasing yellow smoke from canisters, causing panic and commotion in the House.

Birla had requested a high-level investigation on the security breach shortly after it occurred.

Following a request from the Lok Sabha Secretariat, the Ministry of Home Affairs also launched an investigation into the Parliament security breach event.

The investigative committee, led by Central Reserve Police Force (CRPF) Director General Anish Dayal Singh and comprised of representatives from different security agencies and specialists, will determine the cause of the gap in Parliament security and propose measures, according to an MHA official.

Two persons — Sagar Sharma and Karnataka man Manoranjan D — jumped into the Lok Sabha chamber and two other accused — Amol Shinde and Neelam Devi — sprayed coloured gas from canisters while shouting “Tanashahi nahi chalegi” (Dictatorship would not be allowed) outside the Parliament premises.

A resident of Kolkata, Lalit Jha, a teacher by profession, has been named the main conspirator of the security breach, police said.
