Cabinet Gives Nod For Updating National Population Register

Mumbai: In a recent development, Union Cabinet on Tuesday gave an approval to update the National Population Register (NPR) and approved a budget of Rs 8700 crore towards the same.

The NPR, which is, in simple terms, a list of the ‘ordinary residents’ of the country, consists of data collected in 2010 along with the home listing phase of the 2011 Census of India.

“The Cabinet has approved the operation of Census 2021 of India and update of National Population Register. It is self-declaration, no documents, bio-metrics etc. are required for this. The Cabinet has approved 8,754.23 crores for the practice of census. Has approved an expenditure of Rs. 3,941.35 crore for the updating of India’s 2021 and National Population Register (NPR), “a brief by Union Minister Prakash Javadekar said.

NPR, which defines a usual resident of the country as ‘a person who has resided in a local area for the past six months or more or a person who intends to reside in that area for the next six months or more’, was updated in 2015 via door-to-door survey.

Gazette notification related to NPR was issued in August this year. In compliance with sub-rule (4) of Rule 3 of the Citizenship (Civil Registration and Issue of National Identity) Rules, 2003, the Central Government decided to prepare and update the population.

The NPR will be prepared under the provisions of the Citizenship Act 1955 and Citizenship (Rules for Registration of Citizens and issuance of National Identity Cards), 2003 at the local level. The purpose of this exercise is to create a database of every common resident of the country. The database will contain demographic as well as biometric details of individuals.

Well, the Cabinet approval comes at a time when mass protests have proposed the Citizenship Amendment Act (CAA) 2019 and the National Civil Register (NRC) across the country.
