MHA Extends ‘Disturbed Area’ Tag For 3 Arunachal Districts Bordering Assam

The order of the Union Home Ministry will be effective from October 1 to March 31, 2022.

Mumbai: The Ministry of Home Affairs (MHA) on Friday issued a notification extending the “disturbed area” tag under the Armed Forces (Special Powers) Act for Tirap, Changlang and Longding districts in Arunachal Pradesh bordering Assam.

The order of the Union Home Ministry will be effective from October 1 to March 31, 2022.

“The Central Government, in the exercise of the powers by section 3 of the Armed Forces (Special Powers) Act, 1958 (28 of 1958), declared the area to come under the jurisdiction of the Tirap, Changlang and Longding districts of Arunachal Pradesh and the area falling within the jurisdiction of four police stations – two in Namsai district and one each in Lower Dibang and Lohit districts of bordering state Assam – as ‘disturbed area’ through a notification on 1 April 2021,” the notification read.

Due to the better security situation, it is for the first time that in fact two police stations of the other two districts – Lower Dibang and Lohit – will not be implemented AFSPA in a longer period, news agency PTI quoted an official as saying.

The Ministry of Home Affairs has reviewed the law and order situation in Tirap, Changlang and Longding districts of Arunachal Pradesh and other districts of Arunachal Pradesh and the area falling under the jurisdiction of four police stations bordering Assam.

“Therefore, now, the areas falling under the jurisdiction of Tirap, Changlang and Longding districts in Arunachal Pradesh and Namsai and Mahadevapur police stations in Namsai district of Arunachal Pradesh bordering the State of Assam have been declared as ‘disturbed areas’ under section 3. The Armed Forces (Special Powers) Act, 1958 from 01.10.2021 to 31.03.2022, unless it is earlier withdrawn,” the notification added.

AFSPA is imposed in areas where the Central Armed Forces are deemed to provide assistance to civilian authorities.

For AFSPA to be valid, an area must be declared ‘disturbed’ by the central or state governments under section 3 of the Act.
