Scrapping Article 370 Is National Issue Not Political: Vice President M Venkaiah Naidu

Mumbai: Vice President M Venkaiah Naidu termed abrogation of Article 370 as a national issue and not a political one while calling upon the people to speak in one voice on the issue.

Speaking on ‘Meet and Greet’ organized by the Vice President’s friends and well-wishers on completion of two years in office, Naidu also cautioned that any fragmented opinion on the issue could be misused by Pakistan on international forums.

He said, “Article 370 was only a temporary and transitory provision in the constitution and its dilution would lead to the industrialization of Jammu and Kashmir, generating employment and promoting tourism.”

Pointing out that the bill on the reorganization of Jammu and Kashmir was passed by a two-thirds majority in the Rajya Sabha and four-fifteenth in the Lok Sabha, the Vice President recalled the debate on a private member’s bill in 1964 when the member party lines Were called for its cancellation.

He also said that former Prime Minister Jawaharlal Nehru during a debate in Parliament in 1963 pointed to the transitory and temporary nature of the provision in the Constitution.

Naidu called for plugging in the 10th schedule of the constitution, which relates to rescue and stressed the need for presiding officers to take action on defection cases within a stipulated time of three months.

Naidu called on all political parties to develop a code of conduct for their public representatives at various levels including parliament and state assemblies.

The Vice President advocated the formation of special judicial tribunals for speedy and time-bound disposal of criminal cases against politicians, election petitions and political defects. He said that all these categories of cases should be dealt with within a time span of six months to a year.
