Maharashtra To Begin 5-Level Unlock Process On June 7: CM Announces Plan

Mumbai: Maharashtra CM’s Office announced a five-level plan to initiate unlock process in the state from June 7. Relaxations will be implemented based on positivity rate and occupancy of oxygenated beds in districts and cities.

The order will be implemented from Monday, said the Chief Minister’s Office (CMO) statement.

Clarifying that the COVID-19 restrictions have not been relaxed or eased anywhere in the state as announced by Maharashtra Minister Vijay Wadettiwar, the CMO said that relaxation of restrictions as per the situation in different areas is under consideration and no decision has been taken.

“The spread of coronavirus is severe in some rural areas. The CMO statement said that the ban has not been completely lifted in the state.

The CMO statement said that the Disaster Management Department has fixed five levels of severity of the pandemic based on the positivity rate and the availability of oxygen beds.

It said the degree of relaxation would be decided according to the level of severity and whether the guidelines would be relaxed or strengthened would be announced soon.

While Mumbai, Pune, Nashik, Pimpri-Chinchwad, Aurangabad, Vasai-Virar, Navi Mumbai, Nagpur, Sholapur and Kalyan will be treated as separate administrative units, the remaining 34 districts shall form a separate single administrative unit.

All you need to know about the five-level unlock plan in Maharashtra:

LEVEL 1

All districts where the positivity rate of Covid cases is 5 per cent or less and the number of hospital beds is less than 25 per cent, fall under Level 1. These districts will be allowed to unlock completely and all activities will continue as normal.

All sectors including public transport, cultural events, shops, restaurants, sports, theatres, malls, industries, private and government offices will be allowed to open.

All shops will be allowed to remain open during regular hours. Weddings, funerals, industries, construction activities can resume without any restrictions. Local trains have been allowed with the permission of the local disaster management authority.

Manufacturing and other industries can also resume in level 1 and 2 areas without any restrictions.

LEVEL 2

Cities and districts which have 5 per cent Covid case positivity rate and 25-40 per cent hospital beds occupied will be included in Level 2. All restrictions from Level 1 will apply to Level 2.

Section 144 will remain in force in the districts falling under Level 2. Mumbai comes in Level 2 of Unlock Scheme.

Theatres, malls, restaurants, gyms, salons and beauty parlors will be allowed to operate at 50 per cent occupancy. Local trains will not be allowed to operate for the general public.

All shops will be allowed to remain open during regular hours. Local trains will not be allowed for general public. Section 144 will remain in force i.e. not more than five people can gather in public places.

LEVEL 3

All the districts where the COVID case positivity rate is 5-10 per cent and the number of hospital beds is less than 40-60 per cent, come under Level 3.

Shops selling essential goods will be allowed to remain open till 4 pm on all days and those selling non-essential items can operate only on weekdays. Malls and theaters will remain closed. Section 144 will remain in force in Level 3 areas.

Gyms, salons will open only till 4 pm. Restaurants can stay open till 4 pm on weekdays. After 4 pm, only takeaway services will be allowed. Construction activities will be allowed with 50 per cent staff. Private offices can stay open till 4 pm on weekdays.

Local trains can only be used by essential workers and women. Parks and gardens can open from 5 am to 9 am.

LEVEL 4

Areas with occupancy rates of 10-20 per cent and 60-75 per cent would come under Level 4.

Shops selling essential goods can remain open till 4 pm on all days. No activity after 5pm and none on weekends. The manufacturing sector will be allowed to open with 50 percent capacity. Public transport will be allowed at 50 per cent capacity. Section 144 will continue.

LEVEL 5

Cities and districts with positivity rate of 20 per cent and above and occupancy rate of more than 75 per cent will come under Level 5. There will be no relaxation in such areas. E-pass is required to travel to and from any city/district falling under Level 5.

In Level 1 and 2, shops and establishments of essential commodities will be allowed to open regularly, while for Level 3 and Level 4 they will be allowed to operate till 4 pm on all seven days.

Maharashtra recorded 14,152 new Covid-19 cases and 289 deaths on Friday, taking the caseload to 58,05,565 and the death toll to 98,771, the health department said. Thus, the state has registered less than 20,000 cases for the fifth consecutive day.

Recovery exceeded that of new infections, as 20,852 patients were discharged from hospitals, taking the number of recovered cases to 55,07,058. The number of active cases fell below two lakh to 1,96,894.
